Due to the fact that I do not know which version of Win98 you are on, try following the instructions on this page: http://www.technical-assistance.co.uk/kb/usbmsd98.php

USb drivers

Unfortunately Kingston does not offer Windows 98SE drivers for this drive. However, some end users have reported successful installation with a generic Windows 98SE - USB Mass Storage device driver. This driver can be downloaded free of charge from a third party vendor at, http://www.technical-assistance.co.uk/kb/usbmsd98.php.

I can't use 2 GB kingston pendrive in windows 98

windows 98 will probably need drivers installed before it can recgonize a USB flash drive:

I don't know which specific model of kingston drive you have, but if you go to this link, select the right model, and click on 'download win98 drivers'  that should work.

W98SE Driver for Kingston 1.0Gb DataTraveller Flash Drive

The people at your local computer shop are wrong but, Windows 98 should at least recognize the USB thumb-drive and ask for drivers.
I would remove all the USB Controllers from within Device Manager and restart; allow Windows upon restart to reload the USB Controllers; then plug in the drive and see if Windows at least recognizes and then install drivers.
It seems only the DTI/XX, KUSBDTE/XX, and DTII/XX support Windows 98.
