Follow the instructions below and it will work.
Disconnect the Camera from the USB port and reinstall the CD or Downloaded software program.
When the program asks you to connect the camera to the USB port, do so and it should work.
Then to use it on the Web, do this.
Web Camera’s have to be setup on the program they are to be used with. Just installing the
camera on your computer does not set it up to broadcast on messengers or Skype.
Each program has Options that have to be setup in order for the Audio and Video to function
properly.
A. Skype Setup:
After downloading and installing Skype (http://www.skype.com/intl/en-gb/download/skype/windows/beta/downloading/) set it up as follows:
1. Go to Tools, then Options, and click on Audio Settings and set the Microphone and
Speakers to the computer Audio Card.
2. Then click on the Video Settings.
3. The camera if Installed Properly will come up and show a video picture.
4. Then, on the bottom of the page click on Save.
The camera and audio should function properly. Your friends and Family will now be able to
see and her to you.
B. Yahoo Setup:
After downloading and installing Yahoo Messenger

set it up as follows:
1. Go to Messenger at the top left and click on it.
2. Next go down to Preferences and click on it.
3. Next Calling and Devices on the right and set the Microphone and Speakers to the
computer Audio Card.
4. Next go to the Test Audio section and (in blue writing) click on “Open the call
setup assistant” and follow the instructions on the left window.
C. Windows Live Messenger:
1. After you start Windows Live Messenger, expand the view by clicking on the square on
top left next to the red X.
2. Then on the Windows Live messenger window on the right side, click on “ “Show Menus.”
And then click on “Show the Menu Bar”.
3. Next go to the Menu Bar on right side, click on “ “Action.”
4. Go to “TOOLS” and click “Audio and Video Setting” and follow the instructions.
NOTE: Your audio and video should work. Enjoy.
When done both the Audio and Video will function properly so you can chat and see family or
friends you are connected to.
D. AIM (AOL) Messenger
1. On the VIM sign-in window click on Edit.
2. Then click on Settings Enhanced IM.
3. Next click on Enhanced IM.
4. Then click on Audio Video.
5. The Audio and Video portion has drop downs so you can select the proper audio card and
video camera installed in you computer.

After making the settings your ready for a chat and video talk with your Family and Friends.
After you get your camera installed properly, DO NOT unplug it from the USB port as it will
cause the drivers to be corrupt and render the camera unusable till reinstalled it properly.

Ok, the first part of this problem you created when you installed the wrong driver! All bets are off when you do that and more times than not, it fails to work. I have the 98656 model (got it at the Flea Market for $5, and it works great!). You have the model 98665. Though they look the same, they are different. Follow my suggestion below and you should be back to normal in less than 30 minutes.
Okay, you could go threw all the things Bud said but it will take you a lot longer than what I'm going to suggest. Bud is wrong about having to set up all those other programs first. Why? Because before any of those other programs can "see" the webcam, Windows has to "See" & "Use" it FIRST. Then it will be available for any other program to use. Sorry Bud, but correct info is better than learning the hard way. Your way seems painful and wastes a ton of time.
You can simply uninstall the device (Right Click on the device in question and click Uninstall) from the Windows Device Manager, NOT Add\Remove Programs (we really don't need to remove the programs that are already installed, we just want to remove the hardware device itself and the drivers). There will be 3 items that will be removed: A USB Audio Device and a USB PC Camera with Mic.and a Composite Video Device.
Once the device is removed from the device list (the Tree) unplug the device and reboot your computer to clean up any leftovers.
Still with me? Good!
After you restart your computer, go back in to the Device Manager and double check the tree under the Imaging Devices & Sound Video and game controllers. You shouldn't see any USB PC Webcam stuff or USB Audio devices there now.
Now, just plug the device in. Be sure the port you are plugging this camera in to isn't on a USB Hub! The camera requires more power than a passive USB Hub can provide. Plug it into a USB port on the computer . If your USB hub is a "Powered" (meaning, it has a 5Volt wall-wart plugged in to it to provide more Electric Current (amps) to the hub), you can plug it in to the hub AFTER you've followed through with the video tester. A "Found New Hardware" window should pop up. When asked if the "Updater can check Windows.com for updates for this device?", just check the "Yes, this time only" option. Accept the rest of the default settings and click next. The updater should find the drivers and proceed with the installation. Ta Da! Your Webcam is installed!
Now, to test it, just open Windows Movie Maker (nothing to download, it's already installed in your system.
Go Start > All Programs > Windows Movie Maker to start the program.
Then just click File > Capture Video. The "Choose Your Video Device" window should open for you. Make any adjustments you might need (I'd just accept the defaults for now and click next 3 more times to get to the capture screen). Then see if you can see yourself on screen, If you do, you're 95% done. Now just record a few seconds or minutes of video with audio. Click the "Start Capture" to record a video and "Stop Capture" If you can do this then your camera is back to normal. NOW GO SET UP AIM or SKYPE or whatever you want, you should be good to go for all of them because Windows can "See" the camera and "Use" it!
I know this sounds like a lot but it's really not. This should only take about 5 to 15 minutes to complete.
