I have had this problem for the longest time. I replaced the secondary gear twice. Helped for a brief period and now won't turn left again. Replaced the steering shaft and worked for a brief period. Back to no left turns once again. The issue is with the secondary gear and bearings (plastic) which is only a temporary fix. What I had done was welded a piece of steel to the bottom of the steering shaft eliminating the secondary gear connecting directly to the tie rod for the steering. Works perfect now.

6 screws and one bolt hold the steering wheel on. The screws are obvious but to get to the bolt you need to remove the cover, it is directly above the steering wheel adjustment button, just pop it off with a flat head screw driver. then you can easily open it up and see what broke, call customer service and get the replacement part. Just had same problem with my craftsmen. There is a very inadequate little nylon bushing supposed to keep that shaft stable. When worn out it allows that shaft to move and puts the gears in a bind. It is located on the end closest to arced gear where shaft hooks to drag link. Its a pain.

I had the same problem with my 15 year old Craftsman lawn tractor. I tried to adjust the steering travel but it gave me marginal relief for a year until the steering failed with my steering wheel spinning freely and the wheels free to go left and right. The left bias for steering indicates that the steering shaft pinion weld was shearing prior to failure.
I took the steering apart and found that the drive pinion gear was sheared off the end of the steering shaft at the weld. I replaced the shaft and sector gear to fix this issue.
This fix requires good amount of mechanical disassembly to get the replacement parts in place so you might need to go to a shop to get a mechanic to fix this if you aren't set up for this kind of fix by disconnecting the mower deck and jacking up the front end to access the steering gear assembly and steering arm links.
