the carburetor needs to be rebuilt. what has happened is the needle and seat have dried up and are not seating properly to stop the flow of fuel and it has leaked into the engine causing the oil level to rise and that is why it smokes. this is a simple process but a few very small parts. there are many videos on you tube that will show you how to do it,. the carb kit is cheap.

Seized? Considering the amount of slop in wheel hub to spindle that would be quite a feat.

The only thing that holds the wheel hub to the spindle is a washer/cap_retainer (34) with a cotter pin (32). Pull the cap (35) off to expose the spindle shaft end and remove the cotter pin and washer. If it's truly seized it will likely require heat (acetylene). Or saturate with penetrating oil and wait/repeat (for a few days).
