If the motor has two inlets one should fill up when you pour in the other side. Most briggs had two motor oil inlets so the motor could be used on several types of equipment. The pump itself should use about 9.6 oz

Sounds like your battery is failing. It should have 13.2 to 13.5 volts, but your problem is Cold Cranking Amps, not enough of them. Run jump leads from your car and try it. Or, take the battery off and take it to an Interstate Store, they will put the battery on an electronic tester that will test the CONDITION of the battery and in particular what the CCA is compared with what it should be. I had my car battery tested and it should have been 550CCA, but it was 420, so I replaced it because it let me down twice. CCA is king when starting is concerned, NOT voltage.
