Yes, the water level should be just below the edge of the stainless tub.
Also, HE detergents are low suds formulas.
Use no more than 2 tablespoons of detergent unless you have hard well water without a water softener. Then you could double it.
Yes it is normal. LG is a high efficiency washer that uses little water and tumbles the clothes thru the water to wash them. As long as you use the proper amount(2 tablespoons at most) of detergent (HE-high efficiency only type), you will see little to no sudsing. That's the beauty of front loaders.

Usually a small leak in the water line from water valve to the water filter.
I have seen when moving a ref the movers catch the plastic water line on the back of the box on the home door to the outside and damage it.
Pull out the Ref. and inspect the tubing.
Be sure to protect your floor.

All front loaders use very little water as a opposed to a top loader that uses up to 45 gallons per load a front loader uses about 10,plus a front loader cleans clothes very well with that minimal water usage.
The major question is do the clothes seem to come out clean when you have used that washer?
SOURCE: Is my water heater leaking?
You have water leak that you can hear running water.
Could be broken pipe under house.
Could be water running out of tank at TP valve.
Turn off all water taps and put ear against each pipe at tank.
If TP valve is leaking, then replace TP valve.
If pipe is broken under house, then call contractor.

SOURCE: My LG WM2101HW front loader will not spin. It drains OK, but won't spin.
I would be leaning more in the direction of the door lock mechanism rather than the hall sensor as someone else posted. The hall sensor gives a very specific error code when it goes bad. Put the unit into a spin only cycle and verify that the door is locking. To do this power up the machine and only press spin speed and the start. It is also possible that it is a problem with any one of the three control boards that are on the unit but again, these normally present with very specific error codes. If the door is not locking, or even if it is but the switch isn't sending the signal back to the main control saying that it is locked then all it would do is drain and then spin 1/3 turns either way inside the tub until time runs out.
