My son used the vacuum and had to unplug because the red on/off button will not respond. When I depress it there is no click or pressure.

Apparent common failure is that either the thin yellow and or blue motor drive wires that run from the LH side of the vacuum where the "control board" is located down into the hinge / ball area become stretched and then fray and eventually break. Happened to my Dyson twice. First repaired under warranty, second took about 20 minutes. You need a Torx screwdriver to remove the LH panel ( 4 screws) and also an access panel (2 screws) at the side of the ball which permits access to the blue / yellow wire connectors. I replaced with a new wire and connectors having fed the wires through the access hole making sure sure enough wire was available for the movement of the handle. Also ensure that when the covers are replaced they do not trap any wires underneath.

The Dyson DC15 Ball is a two motor upright vacuum. Most other uprights use just a single motor that controls the suction on one end, and the roller brush on the other end.
The Dyson however is different. The DC15 has two motors, one dedicated to suction, the other dedicated to running the roller brush. You should first check to make sure that you in fact have turned on the lower motor for the carpet setting. There are two switches right next to each other, one is for the suction, the other for the roller brush, make sure both switches are turned to the on position.
If both are in the on posistion, and the brushes still don't come on, the machine also has a reset switch for the lower motor. This is here to help protect the belt from burning if something gets stuck in the vacuum while it's on. There is a little red reset button on the top of the roller brush housing (I believe on this model it's on the left side of the brush if you were vacuuming), try pressing this red reset switch.
If neither one of these suggestions fixes your machine, I would personally return the vacuum to where you bought it. There's no reason that it should not work right out of the box, and this may mean that the machine was damaged in shipping.

Sounds like the handle release is broken. Check the lever itself as well as the tab it catches-on (on the side of the pivot). If either is broken only Dyson has the parts. NOTE: Since it is a bagless machine it would be better to put it out on the curb. Any machine with a diposable paper bag system is better than a "dirt cup" bagless system. For an upright vacuum get a used/rebuilt Kirby, Royal or Sanitaire (now made by Electrolux but still has Sanitaire name) from a Vacuum Store, not a big box retail store. You will probably save 50 to 70% off of retail and have a machine that will last you 30 to 40 years, or more.
