You DO NOT have to take your machine to a "certified technician" to fix this problem. Stand behind your machine, lean over and look at the front: Right in the center of the slit between the machine and the beater bar head, you will see a black tab. Simply slide a thin, flat-head screwdriver down and magically the machine will release. NOW: once it\'s released, simply examine the area where your screwdriver JUST slid down...see the dirt and gunk? DON\'T follow the MANY suggestions of adding lubricant "which only works for a short while" (by their own admission) WIPE AWAY THE DIRT AND GUNK and voila! YOU are now a "certified technician" and you didn\'t have to sit through any technical school to get there! You go girl!!!!!!!

Check the wire connection that feeds that section. to make sure it is being supplied power. Since motor is also not working it has to be something they all have in common -POWER!

There are a number of reasons why your brush roller has stopped moving. General maintenance to your vacuum is crucial and will help it work at peak performance.
First things first lets focus on the brush roller. Unplug the vacuum and turn it on its side. Look for any noticeable clumps of debris or hair strands that may be caught in the brush roller. Remove these obstructions, probably best to do so with a scissor if it's hair or long pieces of carpet fibers. Dyson DC28 Animal User Guide Around Page 4, as labeled in the manual, it shows the operator stepping a foot onto the lower unit and pulling the handle back. It's a common instruction for every Dyson upright I've looked at a manual for. Pull a little harder and it should tilt. Try moving it through the full range of motion a few times, and also make sure the lower click connector for the accessory hose if firmly seated at the bottom rear of the unit.

Your DC28 is not an easy machine to diagnose why the brush roll will not turn. If cleaning the hair and dust from brush roll doesn't solve it the first thing to do is replace the PCB. If that doesn't solve it then you need to install a new power nozzle assembly.
These repairs should be done by a qualified technician.
I need help repairing my Dyson. I cannot push the buttons down to select Short pile/Medium pile or bare floor. The buttons will not push down at all. It will not allow me to select anything. I have very short pile carpet so it does not pick up that well.

DC28's on/switch and height selector pad are designed to flash in different combinations to alert you to any issues with the machine. If the on/off button is flashing red and no other lights are displayed, this suggests something is jamming the brush bar:

The Dyson manuals for pretty much all of the uprights don't show any particular 'click' to full upright: they just tell you to put a foot on the bottom part of the unit and pull backward to put it into vacuum mode. There is some sort of sensor or mechanical engagement in there, since putting the system to full-upright is how you switch it from floor mode to attachment mode (coming of of the handle).
A couple of things to try - follow your manual (PDF Can be seen here Dyson DC28 Animal User Guide ) to try removing and then re-seating the hose assembly into the base of the unit (the bottom connector). I've seen other guidance to that being necessary to have the floor-to-hose switch-over work properly, which might, in turn, be the root of your problem. Likewise, with the unit turned on, see if it will switch to attachment mode (air being sucked through the top of the handle) if you push the back as far forward as you can. If it won't switch, that also points to seating of the tubing assembly not being right.
