Look at your memory card. SD cards have a slide switch along one edge. The position farthest from the metal contacts locks the card, protecting it from writes. The position nearest the contacts unlocks the card.
The S2 works with SD cards. Your 16GB card is an SDHC card and will only work in devices (like the A720) that have been designed to work with them. For the S2, you need to use SD cards 2GB and smaller.
Remove the memory card and look along the one edge you will see a switch, slide it over to unlock. the switch farthest from the contact is in the locked position to prevent deletion of your photo's.
Things to check first for a camera that won't turn on are battery contact points (in your case, based on your statement of the battery removal, recommend spending some extra time inspecting the battery contact points of the camera), and micro switches that are located on the battery door and memory card doors. Consider NOT connecting your camera to your computer.
The best way to download pictures from your camera to your computer involves removing the memory card from the camera and plugging it into a card reader (either built-in to the computer or connected via USB or FireWire). This is likely to be faster than connecting the camera to the computer, and won't run down your camera's batteries.
Once the card is plugged in, it will appear to your computer as a removable drive. You can use the operating system's drag&drop facility to copy pictures from the card to the computer's hard drive, the same way you copy any other files. Or you can use Canon ZoomBrowser or any other photo cataloging program.
There are several possible causes for "memory card locked", "memory card error", or "no memory card". Some include trying to use of a 4GB SDHC card with an older camera made before SDHC format came out. Others include problems with the switch on the side of the card, or the switch internal to the camera. The problem may also arise from simple formatting problems if the card has never been formatted in the camera (note that this will also erase the card). Some memory cards have a tiny switch on the side of the card that is used to lock the card. Pull the card out and ensure the switch is in the unlocked position.
