First is to press the power button like you would normally do to power up. If the battery is too low in charge you may have to bring it up with the charger to a minimum charge so it can turn on. Another idea is to hold the power button for 5 seconds, giving it time to fully shutdown then power up normally. If that isn't the answer try removing the battery if it's a laptop and reconnecting it, connect the charger, wait a few minutes if the battery didn't have a good charge and see if it will wake up.
Some computers may not wake up in certain hibernation modes but most will if the BIOS is set for S3 hibernation mode. Obviously it does have to boot to check that.
