please power cycle the phone unit and check for the display screen when it's on the base again. If still having the issue, please attempt a factory reset of the device. Then, you can setup the phone just as you did when it was brand new. Otherwise, you might have to keep the receiver off of the display in order to allow the screen to show data as it used to.
no -- hand sets show what number handset it is time and date
check the battery for the second set
if it is charging then there should be a red light on the set
The circuitry has gone out in the phone, nothing more you can do, but replace it, might be able to find one on EBay, unless you can live with it that way.

May I ask if your fone may have fell into water, beverage, washing machine etc?
well, I believe that the reason for the loop is because the circuit has corroded and made contact with other parts of the mother-board. It may not be too late to see a cell-fone technician and have it cleaned out.
I purchased this model phone as a refurb item and also had display blanking out issues. Mine related to a problem with the battery, which new batteries fixed. Try swapping the batteries between handsets and see if the fault moves to the other handset, which will prove if it is a battery problem. Otherwise, it would seem to be an internal fault in that handset. Try and arrange repair/replacement from the seller.
I would say the LCD is dead. They seem prone to that because we have had to replace two handsets with exactly the same problem. The one lost the top row of the screen, the second is completely screendead. Though all is not lost. Any GAP compatible cordless handset will work with that base, so you can replace them and not have to buy an entire system :) Ebay is a good source for handsets only.
