The most common cause of this is the "flapper" is stuck. If you take the lid off the tank in the back, you will see either an orange or blue object (see attached replacement part for visual, and to order replacement). You should notice it is sticking up. This device, when in the down position, cuts off the water to the toilet bowl and allows the tank to fill. In the up position, it allows all the water in the tank to dump into the toilet bowl (aka "flush"). It is made of a type of rubber, which over time gets stiff. For the time being, until you can replace it, you should be able to either jiggle the handle and it'll drop on its own, or reach in and press it down (don't worry, the water in there is the exact same fresh water coming out of your sink when you wash your hands). It is usually recommended to replace the "floater" (which shuts off water when the tank is full) at the same time which is why they usually come in a kit.
Check and see if the flapper in the bottom is stuck open or broken. The flapper is what closes when the flush is done and allows the tank to fill up. The flapper is usually made of rubber.
