Basically I found an article at Microsoft's site entitled "How to troubleshoot situations where you cannot complete MSN sign-up or connect to SSL secured (128-Bit) Web sites by using Internet Explorer in Windows XP"

To make a very long story short ... all you have to do is re-register the following .dll files:

Softpub.dll
Wintrust.dll
Initpki.dll
Dssenh.dll
Rsaenh.dll
Gpkcsp.dll
Sccbase.dll
Slbcsp.dll
Cryptdlg.dll

To re-register these files, follow these steps:

1. Click Start, and then click Run.

2. In the Open box, type one of the following commands, and then click OK (copy and paste is your best friend):

regsvr32 softpub.dll
regsvr32 wintrust.dll
regsvr32 initpki.dll
regsvr32 dssenh.dll
regsvr32 rsaenh.dll
regsvr32 gpkcsp.dll
regsvr32 sccbase.dll
regsvr32 slbcsp.dll
regsvr32 cryptdlg.dll

4. Click OK when you receive the message that says DllRegisterServer in FileName succeeded.

5. Repeat for each command line listed above

Try to optimize your browser, Reset the settings.
Try to reinstall IE8

Note: When resetting IE settings to default, all your saved websites in the "Favorites" will be deleted.

for that you need winxp bootabler disk.
Tehn boot your computer with tht and go to recoverry console.
Then type in command prompt "chkdsk /r"
then press "y"
then it fixc error on harddisk.
Then after completing it restart your computer and boot with harddisk then it ok.

If you have IE-8 installed, then uninstall it and it will start working.
You can uninstall IE-8 using this command in the run dialog box:
"C:\WINDOWS\ie8\spuninst\spuninst.exe

Try running RUN and type regsvr32.exe /i shell32.dll.

This actually fixes the shell32.dll and installs it again.

RegSvr32.exe has the following command-line options:

Regsvr32 [/u] [/n] [/i[:cmdline]] dllname

/u - Unregister server
/i - Call DllInstall passing it optional [cmdline] (/i /u calls dll uninstall)
/n - do not call DllRegisterServer (must be used with /i)
/s  Silent (added with Windows XP and Windows Vista)
