No reformatting will help . Unplug LED screen vga from board and see if laptop will work on external screen . Could be magnet switch .

Go to the start menu and click where it says run or type in right above the start button in the white field and type ncpa.cpl then push enter. Where it says wireless network, right click on it then click enable. If needed, right click again and view wireless networks or Connect/Disconnect then connect to the wireless network. Also there could be a tiny switch on the right side of the computer where you turn on the computer, there might be a button to click to turn it blue. Hope this helps

Did you get a recovery disk that the first buyer should have made? If not, you may need to borrow the exact same one from someone and use your key which you should have gotten when you bought it and reload the system. That's only if the seller can't or won't tell you what his is.

ensure that the correct keyboard is set, the region and language in control panel should match your region and language.
If the settings are correct ensure that there is no mistake in the keyboard selection in your system tray, (the bottom right corner of your screen.)
If all is as it should be fit a n external keyboard and see if that works okay...if it does you need a new keyboard.

Check Ebay for these, they are cheap and plentiful on that website usually.

A replacement battery must be the EXACT same power spec as the original in DC volts and Milliamps, or you could damage the Mobo components. Some aftermarket batteries do not work well. The connections may be different.

As far as I know once the you forgot your BIOS password no more options to get it anymore. You may also wanted to talk to Dell Tech Support 1-877-542-3355 in order for them to check if they can still do something about it. Worse scenario would be replacing your MOBO.
