How to do operating reinstall system?

If the original operating system reinstallation partition is no longer exist or working, then you can obtain a DVD reinstallation media which meet to/compatible with the netbook's operating system product key. After you install the operating system, you need to download the proper drivers from the laptop manufacturer website, and install them.

that is done while installing ur operating system. u need to reinstall it once again

If it came that way I think it is not capable to change the language and it was installed this way . best is to reinstall the operation system using either the recovery disk or partition ..(but you may risk to be on Chinese too ) .So ..my advice is to get a boot-able disk with the windows in english ..or make one by burning an image with an image burner..and reinstall it from scratch ..
in case it wasn't so from the start ..and you change it by mistake ..than go to control panel ..and engage system restore ..
cause I don't know what operation system you have I can not guide you for it ..but if you have the same system another laptop ..you can follow the other one ..
basically to get to system restore you have to click start ..select all programs ..than accessories and than system tools and system restore..In here select to restore the system and select a date when you know it worked (a highlighted one ) ..

U need to setup boot sequence in your bios and set the CD/DVD rom as first boot device then restart your computer with inserting the bootable CD/DVD of operating system you want to install. it shall start the installation process

all you can is to reinstall your operating system. Buy a OEM ms98 english version.. then install. GOOD LUCK
