I'm not sure what the problem could be. Sometimes we will be watching tv and it works fine. Sometimes the talking won't work on one channel but the music is still working in the background and when you change the channel the sound is fine there. We are not having the same problem on the other tvs in the house though at the same time so I don't think it is the channel.

Several trivial solutions:
Stop watching television! Sell or scrap that old thing.
Don't control it from remote.
Observe that there is a huge IR source (fireplace, stove...) which swamps out the remote's signal and somehow shade the window (or that bit of the room) from that source.
Leave the TV on one channel and feed it that channel from one of those Tuner/Source-Selector gadgets (...which have remotes.)
Control the television from serial controls etc. via a USB microcontroller attached to your PC, such as a PIC or Rabbit development board; feed it a spare video signal from your PC if its tuner is the old NTSC kind, and you can add an ATSC tuner via PC connections. (Trivial if you like this sort of to-do.)
The photodiodes which detect the Infrared signal are pretty static sensitive, so assuming that no other remote will work on this TV, you could replace that; however of course you should brush up on static electricity safety and CRT safety as relevant (i.e.; not, if it's an LCD.) Also be careful if it's big that things do not fall the wrong way; a spare 2 hands are very handy to trained technicians, they probably will be to you. If you swap the little IR box (1cc in dimension,) you just need a unit that takes the same voltages as before (or; lower, and use a resistor in series.)
There's nothing to say that dust -inside- the television isn't causing the issue, since it did work twice; so perhaps the short path is to clean the inside of that window (and the rest of the TV guts, using some old towels and compressed air) and check for a response then. If that's full of FAIL, you get to go find schematics and do the TV tech's job (or hire the cutest TV tech you can find....)

try turning your dvd player on and then doing a channel search if that does not work just buy a RF modulator and hook up your dvd player to it and it will run on channel 3 or 4 and will switch over by itself when you turn on your dvd player

You will need to rescan for channals, or manually enter the number. Make sure your sat. box is on when you do this. Rescan can be found in your tv.s menu.
