Sounds like the hard disk is not able to boot the laptop.
ROM based setup means you need to reset or reconfigure the BIOS.
Assuming the BIOS battery is OK.
This could be because the hard disk itself died, you can remove the disk and attach it to a USB adapter (cheap to purchase) then connect it to another PC. If you can read the disk OK in another PC then you have a motherboard problem.

HP Compaq nc6220 PC Notebook Boot sequence

1) Turn the laptop on

2) AS SOON as you see > F10 = ROM Based Setup, in the lower left corner of your LCD screen, press the F10 key.

3) You will see the headings > Main, Advanced, Security, and Tools.
Use the appropriate Arrow key to highlight Advanced. (Look at the Navigation guide to see the proper key to use)
Press the Enter key.

4) Use the appropriate navigation key to highlight > Boot Order
Press the Enter key

This will show you the Boot Order Sequence.
What you are doing now is just looking around. You haven't changed any settings yet.

If you need to change the Boot Order Sequence, you have to use the appropriate navigation key, and highlight Multiboot, and then press the Enter key. Disable Multiboot.
Save changes.
If you do Not save the changes, it will be like you have done nothing at all.

[The navigation guide shows you the key/s to press to navigate around in BIOS Setup.
You may see,
Page up/Page Down, or -/+
Left Side Arrow key, or Right Side Arrow key.
Enter key ]

My compaq evo nc620c laptop wont boot up, only goes to the "compaq" log screen from where I can go into F10 rom based setup or F12 network boot only.

Without having seen it, it sounds like a hard drive problem. Could be dead, could be the boot info has been destroyed (virus?).

ROM setup should be able to tell you more about the hard drive, and whether Setup can see it.
