Sounds like the button on the panel is stuck somehow, I think this because when you switch the wires this would reverse the polarity to the incline motor.
can you tell if the panel is recognizing the pushing of the incline buttons, like with a beep or light or something? If it didn't seem like it's responding this may be because one button is constantly stuck down.
1)Lube the shaft, gear from elevation motor see the picture 2) adjust the POT a little. 3) see the diagram attached. 4) RUN the software calibration go under the hood motor and see the instructions for troubleshooting, and fix it. God bless you
test the main board, with the output voltage from board for input voltage motor. If there are NOT voltage the board is faulty.replace see the block diagram, how the main boad control about 80% of the machine motion. God bless you
The controller board SCR: Has 2 LED( Light Emitting Diodes):
Up=Lit Up when the Incline Motor is Up. DN= Lit dwon when the Incline Motor is Down. Now if the motor Not goes in any Movement, you must test the relais for control of Incline Motor. Check is there are close and open. If do it. Clean the contact with Special Spray( Cleaner Contact) buy in Radio Schack or whatever Shop that sell Computers and devices electronics. Conclusion the motor maybe is faulty after you did check everything MENTIONED BEFORE. sincerely.
could be bad incline sensor or c/board is going bad. one more try bipassing the board with power to the incline motor fully powered 18volt batt will or higher will move the motorby flipping thr wires on the bat the incline should go up and down. if working ok then check board
try thisSometimes incline motors will get frozen in position and need broke free. Try this: take the motor cover off and take the screw out of the bottom of the incline motor that is attached to the screw assembly. Once you remove the screw you should be able to break the incline motor free. run the incline up and down with the screw still off( laying the treadmill on its side may make this easier). Once it goes up and down (hold the screw so it goes in and out) reattach it then run the calibration described below. If it was just stuck it should work fine.

If these instructions do not work to fix the incline motor check your main harness running down the right leg for breaks in the wires or a loose connection if nothings found you can switch the red and black wires on the incline motor terminal block and see if it goes down. If it does you know you are only getting voltage to one side of the motor. There is a schematic under the motor hood that tells you what the voltage should be when you press the up or down keys. Use a multi-meter to see if you are getting the correct voltage coming from the console to the motor control board and then from the board to the motor. If no voltage from console-replace console if you have voltage from console but not from board - replace board and finally if you have voltage from console and from board replace motor. You will need to test the voltage both when pressing the up key and the down key.
