Lucent Partner 18D cant fully reboot itself
That one doesn't sound too good.
You could perform a reset through programming which should clear the scratch pad.
Thats done by entering programming on either ext. 10 or 11
Press feature 00 then the left hand intercom twice.
Next enter # 728, the display should say reset save all then reboot the system.If the problem is still there, then the processor is malfunctioning and will need to be replaced.
I changed the batteries and still saying
TYhe message should go away once the new batteries are in. Make sure that you use new batteries and check the contacts of the battery compartment to make sure they aren't corroded.
On the display it reads:
There is a battery compartment on the lower front of the processor card. Your phone system should look something like the pic below. the processor card is the one on the far right. There is a battery compartment towards the bottom of it. Whatever you do don't turn the power off while you replace the batteries. LEAVE IT TURNED ON or you will lose all the programming.

Unfortunately, you can not, as this would disable the ability of dialing other extensions, thus making the system useless.
You need the intercom buttons to transfer calls, so that is another reason.
How to set voice mail
on that phone
press FEATURE 00
press the button you want to set for voicemai
press LEFT intercom then 777
now press the button you want for music (has to haave lights)
Press FEATURE 19
When done programming, press FEATURE 00
When we use the intercom from xt 16 on a partner
Is there a button with a light on it? Forwarding or do not disturb might be on.
To remove forwarding, on that phone, press FEATURE 11 16 16
that sends all calls back to the station instead of voicemail.
Hitting intercom 777 is making
Call in a tech. Your voicemail is offline.
You could try to reboot the phone system. But we need to know which model before explaining that out.

You can try reset your phone,
Turn
off the phone, remove the AC adapter, press and hold the page/call
button that is on the phone and plug back your Ac adapter, leave for some time before operating, see if this fix the problem.
Trying to change the date

Dial feature 00>
Hit the left intercom button twice>
The display will show "System Programming"
Dial #103
Enter the time in 24 hour format
Example: for 2:35 pm, enter 1435

I get a busy signal
Either all the ports of the voice mail system are busy, or you don't have any ports programmed in the VM group. I'm betting on the latter.
