I had a similar problem but found it only happened when I used plastic bobbins. I've been using metal bobbins and haven't had the problem again. Hope this helps.
How do i get the teeth to come up to move the material
There is a hidden lever that disables the feet from raising. Remove the extension table (http://sewandserge.com/machimages/MechanicalSewDia2.jpg) and and you'll see a lever recessed into to the left hand edge of the table. Move lever towards operator so it extends and feet will re-enable.
The bobbin tension is not right
My machine did the same thing and I tried everything in the world short of buying a new one. But....with all that said, use some compressed air to blow out every part of the machine. You can use the canned compressed air you use on computer keyboards. After you blow out all the lent, try it again. What ended up happening, was the machine needed to be adjusted internally. This was an area that I couldn't touch. I'm handy too, I'm a women that does heating and air conditioning but I was helpless with my machine. Good luck!
My sewing machine won't pick
Return the White product and purchase a Singer. I purchased a White 2308, had the same problem, repairman couldn't fix it, so I purchased a Singer and have had no problems.
I doubt White will let me return the machine since I purchased it some time ago and gave it as a Christmas gift to granddaughters 2008. So, I'm probably out the money I paid for a piece of junk, but I'd rather pay for a better machine and not be so frustrated.
No bobbin tension
Clean the bobbin case.... try this....All the best
Happy to help
Have a nice day!

Bobbin thread won't catch
I've just had this exact problem with my model 2037. The problem, according to 3 shops I've taken mine to, is that the shuttle hook (the metal piece that the bobbin sits in) is broken and needs replaced. Problem is, the piece is next to impossible to find.
Needle broken in the needle-slot
Can you please tell me what brand name and model the machine? I need to determine how the needle is normally held in place and how you usually release the needle. I have a couple of ideas but having a little bit better picture of the needle holder will help me provide you the best solution. Thanks

Make sure your needle is in correctly. Check your threading again.
If that does not work, remove throat plate, install new needle, turn hand wheel until needle is at its lowest position and observe if the hook is exactly behind the eye of the needle. If that is correct then you do not have threaded correctly. If it is not then the machine needs to be re-timed.
