Ignitor does not spark on first turn as stated in manual
Is it just one burner knob that does that are all of them? If it is just one then the igniter switch built into the burner knob might be out of alignment or loose. This happens most of the time due to a cracked switch housing(made of plastic). This can also happen if the actual burner knob is cracked and/or loose. If all the burners do this then it is just the way the cooktop works. The best way to get the burners to light is by slowly turning them on until they light and not pay attention to the "light" mark. You might need to turn it just past the "light" mark for the burner to come on.

If they are firing when the burners are turned off:
It
is likely that either a spark switch or your module is shorted. The
spark switches are located below each knob and you would have to
disconnect one at a time to see which one is causing the problem. The
mostly likely culprit would the the module itself. Unfortunately, all
parts are inside the cooktop and involve removing the top cover to
access inside the burner box to do any testing or exchanging of parts.
If they are firing only when the burners are turned on:
You
either have an electrode on one of the burners that is not sensing the
flame properly or you have a bad module. Use just one burner at a time
to see which one is causing the electrodes to continue to click. Once
you've determined which one it is, clean the spark tip (electrode) with
something coarse like high grit sand paper or a tooth brush. If the
problem still persists then you need a new spark module.

When lighting any burner...the igniter continues
My parts list doesn't tell me if that is an auto relight unit or not. But since you say it happens on any burner I'll leave out stuck ignitor switch for now.
Check the house ground wire to the unit and check that the burner caps are installed properly. The auto units read a ground when they ignite so if the burner caps are on wrong or dirty they can cause this.

JGP945 ignitors suddenly started clicking
That means that there is a contact in wiring, if it was a faulty igniter switch you would have had only one ignitor sparking.
You need to remove burners and also the top panel, then check all the wiring to ignitors and fix the contact, or replace the wiring harness.

Does not ignite
Check to make sure that the gas is getting to the igniter. If you can ignite with a lighter or match, than the igniter itself needs to be replaced.
Not igniting
Probably broken switch. or perhaps broken ignitor circuit. If only one burner is broken is then it is switch. if they all don't work check the ignigitor circuit.
No ingiition
take a small needle to the inside, and clean the orafice, see if it helps
