with loud noises and underperformance a complaint , me id be looking more at the fan part of this machine , wall units get a lot more dirt and stuff inside them then other types ,especially if there low on the wall . so its entirely possible that items could be wedged down inside that has effected the balance of the fan blades , and this is cause for lots of noise complaints , plus if items are large enough then yes they will effect the speed of fan as well

The hum that you arehearing is probably the transformer so that is working...as far as what the problem is...
that could be many different things...

The control board just went bad....

the keypad is bad....

A sensor is bad...

Dip switches positioned wrong...

Is there an external t-stat???

To find the exact problem it will take an experience tech. with an electric meter to follow things through and figure out what is going on there...

Does the power light come on? If yes, then you can do a reset as below: There is a master switch on the bottom left of the control board. Slide that to 'off' position. Then press the hot and cold switch/key together and then slide the master switch back to 'on'. Please put your response/observation here if that does not work or there is power light as asked on top. i'm not familiar with your specific unit but ..sounds like an electronic gas value has gone bad or has a bad connection when that happened to my friend it wasn't that expensive to have it fixed .. BYW it acted like this for a while then stopped working completely

The cold that you describe may be just unconditioned air? If you are certain you can hear the comp operating for a couple of minutes, and then the heat starts, I would guess it is a reversing valve issue if it's a heat pump and it probably is. Or the control board acting up. I've had a lot of issues with the boards in the Amanda PTAC units. I can't remember how to configure it, but if you Google "Amanda ptac configuration", there is a lot of info online. May try a reset method first. Hope this helps!
