Lutron s-600 don't seem to function
That switch says on it that it is for fluorescent lights only. I don't know if you can use compact fluorescent bulbs on that system, perhaps verify if you can or not. The switch has electronics in it and may need that ground wire to get 120 volts to operate. If you have incondescent light bulbs return and get the correct dimmer.

The best thing you can do is call Lutron's tech support. It is a 24-hour, 7-day/week service and its free.
Having said that,
If the lights dim every 12-to-25 seconds, it tells me that something's effecting the line-voltage of the circuit. Sharing neutrals between two-lighting circuits is a common culprit, but I'm also wondering if there are other devices running off of those circuits besides the lighting. So what I'd recommend:
1) Try running both circuits off of the same phase in the breaker panel. Actually, at 7.9-Amps & 4.5-Amps (I'm assuming that's what you meant), you should be able to run them off of the same breaker. If that fixes the problem, your issue was most likely common neutral interaction. Solve by running a separate neutral... or... if you can swing it (assuming there are no other loads) leave it on that breaker.
2) Upgrade to a spec-grade dimmer like the NT-600-WH. The spec-grade products will compensate for line-voltage fluctuations that may occur from other devices that cause the line sag or un-sag.
Again, those are two base-level suggestions, but use tech support to take it a step further.
I have a lutron skylark
It is neither - it is rated for incandescent lamps only. It sounds like someone suggested that your puck ligths are being controlled by electronic low-voltage transformers, in which case, if you wanted to stick to the Skylark family, should be an SELV-300P-WH.
If you're not sure about any of this, I suggest calling Lutron's tech support line. It's at 1-800-523-9466, they're available 24/7, and can double-check the recommendation.
Lutron Dimmer - Maestro Desert Stone color is discontinued
You're in a difficult position for which I see few options --- none of them ideal. Short of replacing all your switches and wall plates in a matching color of your choice, a cheaper option might be to find a satin spray paint in or near-enough to your color and gently spraying the new dimmer(s) to match.
Alternatively, Eaton makes LED dimmers in "Desert Sand" (but whether their Desert Sand looks anything like Lutron's is beyond me).

How do I fix my light switch? I checked my circuit breaker and that's working. I replaced the switch with a new switch and it still doesn't work.
You might look to see if the outlet is GFI protected. It is possible the GFI (Ground Fault Interrupter) tripped and needs to be reset.
If so, push the red button (reset button) firmly until it stays down (pushed in). If it does not stay closed, replace it.
Also check your light bulb fed by "the switch that does not work", to make sure it did not burn out.
Your switch could be good, but the bulb bad.
If your light switch is not on a GFI circuit and both Lutron switches are fed by one breaker, get a volt-ohm meter, set it to the volts in a voltage range to read house hold voltage (around 121 volts), and check to see that both switches are receiving 121 volts. Usually you measure with the black probe touching a white (neutral) wire, while the black wire is usually the wire that is in series with the lamp. A black wire may come into the switch and leave as a black wire going to the bulb. If you do not have full voltage reaching your switch, you may have a wiring problem where a wire is no longer making good contact. If you are not sure about how to test with a volt meter, search on your tube for further explanations on how to test to see if a light switch is good.
