CPU (processor) speed dropped to 1.09GHZ
Go back into the Bios and change the settings back. If this does not correct the issue you may have another issue. If this is a laptop you can reset the bios by locating the Bios reset switch, usually appears as a pin hole on the bottom of the computer, if this is a desktop then you need to use the Bios Reset jumper on the motherboard. It sounds as thought Windows is not reading the CPU type and speed correctly so you need to undo the change you made to get it back up to speed.
Processor Speed Dropped to 1.6GHz
Check your system bus speed, you may have changed it to 100 from 133. Look in your BIOS setup, you may have selected safe option instead of optimum settings.
Try this:
Control Panel >> System and Maintenance >> Power Options >> Change Plan Settings (For the current plan you are using) >> Change Advanced Power Settings >> +Processor Power Management >> +Maximum Processor State
Now make sure that it is set to 100%.
*Edit: Also make sure the minumum processor state is set to 100%

I am reformatting the hard disk of my desktop
you could noot have lost the BIOS unless you did so with a DOS disk inserted into the A drive with the wrong BIOS update. try buying a new $2 2032 battery (looks like a quarter on your mobo) at STAPLES scan number 41333 54210 which is a medical lithium batter duracell DL2032B2.
replace batter which will reset BIOS to factory fail safe defaults. you should get a post telling you to reset new date F1 key to resume, then hit DELETE to enter BIOS or whatever key to enter your BIOS> reset new date, time, and reboot with OS in the CD drive. must be a BOOTABLE CD
(ISO image file). you did not say what OS you had. if XP it does not have SATA drivers, so if your hard drive is SATA you have to go to the MOBO website on another computer, download the SATA and RAID drivers to floppy for A drive.
If no A drive you have to SLIPSTREAM the drivers into an ISO BOOTABLE disk with NLITE. exe
I have an XP with AMD Athlon 2600+2.13 GHx want to overclock
Sounds like you should start bumping your FSB speed up a li'l at a
time. You should be able to get near 200 without any special mods. It
should at least run well into the 180's. If it won't boot, back it down
a few MHz. If it won't start, clear your CMOS, and try again at a lower
speed that worked. Then, after you find a stable speed, try playing HL
on it for awhile to stress it. If HL is unstable, either back off the
FSB some more, or start playing around with bumping up your voltages.
There's lots of threads discussing that topic. Remember, don't go for
the max right off the bat. Try the 170's first, then the 180's. Once
you pass the point where it will boot, you'll have to go back and reset
the CMOS and reset all those settings again.
