I have 2005 kawasaki 1500 vulcan fi.the

Unfortunately, there is not much you can do. I have ridden identical bikes, same year, same tire, and they all read the speed differently. All you can hope to do is get a tire that runs slightly smaller in diameter than the one you have now. A tire that is perhaps 1/4" to 1/2 " shorter than you have now will probably correct the problem. For example you may have to go from a 110/90 x 19 to a 100/90 x 19. Just changing tire brands in the stock tire size might lower the tire height.

Ignition will not turn on. Initially, if I move

Your ignition switch just waved goodbye and died.
The contacts inside it are copper and with the use and years, get worn out. I had the same problem with my bike.

Where does ignition key goes?

Ignition is normally on left side just below the rear of the seat. However, if yours has been chromed out with new ignition switch ( it will look like the turn knob on a bubblegum machine with a solid bar running up and down) the bar flips open ( to the left) and the key is round like those used to open a Cola machine.

Engine missing

Replaced old gas then i am assuming the bike was not used for some length of time? If you have old gas in the tank and the bike was not used the gas in the carbs would have gummed up the jets in the carb or carbs.
sounds like its time for the carbs to be cleaned.

Fuel tank for vulcan 1600 has 2 vent lines, but

There can be especially if you have a California model, I would suggest hooking them both up and then run the lines to there proper place, not sure which model you have but one is likely the drain for the gas cap area, if you don't hook that up you'll have gas dripping on your engine when its hot, probably not a good idea !

Hard to start when cold

G'day mate sounds to me like the starter is drawing to much power to leave enuogh for the ignition system go for battery , have it checked at the battery /service place , they have a small machine that simulates starting and tell how much Amperage /Voltage is being drawn, if its below 9.5 volts after 3 to 5 seconds it will need replacing , also if the battery is in good condition ,battery leads , earth return and finally starter should be checked probably in that order to be wise, hope this helps
