My husband replaced my blinker asembly which was bad causing the blinkers to make a fast blinking sound off and on. This fixed this problem and now my horn dose not work. He has checked all fuses and they are okay and even took the steering column off again to make sure everything was hooked up correctly which is was. What could be causing my horn not to work after installing the blinker switch?

There should two separate bulbs for marker and blinker. It sounds like a bulb is burnt out, bad ground, melted socket or a wiring anomaly. Are you certain it's supposed to have 57 series dual element bulbs for blinker and markers?
If the dash signal is blinking fast and the back of car signal is NOT working, then the problem is the bulb in the back of the car. The one that is not blinking needs to be replaced. The bulb that's not blinking is burned out, and this changes the resistance of the blinker circuit causing the blinker to flash rapidly on the dash indicator. FIX: Replace the burned out bulb in the back of the vehicle.
Note - Sometimes this situation causes the blinker module on the fuse panel to permanently change to a rapid or even a non-blinking state. In this case you must also replace the blinker device itself, which is on the fuse panel and looks like a small cylinder (or cube) less than one inch in diameter.
When a turn signal bulb is blinking fast, it is an indicator that a bulb is bad in the system. Replace the left rear turn signal bulb, then see if the left front blinker has gone back to normal. Usually a fast turn signal means that there is a light out. You should probably check all of your lights, including back-up lights, and turn signals. If there is one out then replacing the burnt out bulb should fix the problem.
