The fuel pump is in the gas tank. My info says to drop the gas tank to replace.
And of course my gas tank was full at the time I had issues. Wasn't about to drop that.
Had to drain a suburban one time, the gas tank was full. I forget how many gallons, it was a bunch. We had about four vehicles sitting around, we topped off the gas tanks on all four. Probably been a lot easier to cut a hole in the back, but, we didn't.

I had a big explanation started, where did it go? Number one question to you ! Why?
Why do you need to get at it. This is important.
Do not assume the pump is bad cause you are having trouble starting your Monte Carlo. People are quick to jump at this false solution. I spent a lot of time dealing with this issue. Number one check the age of your battery. It may be due for a replacement. Cranking and cranking wasn't getting the job done, my battery was old. Some of the solutions I found said to clean your grounds on the body of the car under the hood. Dirty grounds will interfere with the proper operation of your fuel relays ground. Information I read said to beat Around on your fuse panel on the passenger-side, under the hood of the car to get your car to start. I kid you not. You need to loosen the black support bar over the fuse panel to access the area. There is also a fuse block in front of the passenger seat on the right hand side of the dash when you open the door. Check the fuel and ignition fuses at this location for a blown fuse. What I ended up doing was cleaning the contacts holding the fuel pump relay using a tiny file. Also Cleaning the relay contacts. Then I tried Swapping relays that had the same number. By jumping some contacts (see YouTube video) I was able to send power directly to the fuel pump that a helper told me was working, making noise. I eventually bought a new relay and had no more trouble with the car cranking but not starting.

But to directly answer your question by pulling back the carpeting in the trunk on the left hand side is where some wires will pass through the body of the trunk deck. This area is directly above the fuel pump which is located inside the fuel tank. One school of thought is to drain the fuel out of the tank and then remove the gas tank in order to remove and replace the fuel pump. Another school of thought is to cut the metal of the deck in the trunk to create an access door in order to remove and replace the fuel pump. Check the relay system first. It's a lot less hassle.
Since I had 145,000 miles on it I replaced the fuel filter also. That was easy.
