Monte Carlo,,,,starts and idles fine...then dies
higher than 35 psi but not exceeding 65 psi
as pressure is determined by volume supplied by the pump then is logical that with a low pressure there is less volume and so injectors can be starved at acceleration and when full power is needed
at the extreme end , excessive pressure will cause injectors to leak and fuel to leak past injector seal causing poor economy and flooding

No,wouldn't advise in unless your very mechanically inclined!
- It would be a good idea to replace the rim but after the fact and everything has been repaired take the vehicle to an SHOP that specializes in alignment and then you need a Four Wheel alignment it will eventually start eating the tread rapidly and will continually till the tire blows out!

Why did electric fans stop working?
Does the engine reach normal operating? How hot does the engine get in degrees F? The low speed may not come on till about 220 degrees F. The fans may come on, if you turn on the ac, under the proper conditions.
Check for applicable trouble codes, to check codes, yourself, at the least, you need an obd2 code reader. Some of the national brand auto stores will check codes for free, if there are any. Also, check coolant temp sensor. Don't replace anything unless your testing points in the direction. Check applicable fuses.
I'd check codes, first.

My 1999 Chevy Monte Carlo is overheating to near hot?
Have you checked the electric fan. It is possible that the fan sensor is malfuncioning causing the fan to not turn on. Also, the coolant needs to be mixed with water at the proper rate to cool properly. You can check the fan fuse or relay. If the heater is not puting out hot air, the heater core could be clogged, not allowing the coolant to circulate.
