Where did you get this 'fault 14' from? Diagnostic Trouble Codes are normally 'P0123' in format and P0014 is something completely different. Communication codes start with a 'B'.

i can not imagine any 1991 ABS modulator that old not rusted up inside.

I don't see why not. Technically, the hydraulic brake system works independently from the ABS. The ABS system uses the regular hydraulic system to function. So your regular hydraulic system should work even with the ABS system in place.
This is all related to the vehicle speed sensor. This sensor sends information to the speedometer, abs, and wing computer. You need to get it replaced and it should fix all the problems.
There is a fault in the abs system, which needs to be repaired for the light to go out. Either a shop with an abs scan tool or chrysler specific tool needs to retrieve the codes in order to perform the diagnostics. You could try to check the abs sensors and wires to see if there is any obvious damage.
