if the fuse is good and the wires are not broken or disconnected it may be the wiper motor is bad
no there is not a relay for the wipers, they work off a fuse in the fuse box inside the glove compartment of your dash, open the door on the left side off the inside of your glove box to find the fuse pannel
the wiper fuse is always located in the fuse panel inside the car, never under the hood, if there is not a fuse diagram on the fuse box cover you will need to just visually inspect them 1 by1, its usually a 15 amp fuse, check to make sure the small piece of wire in each fuse is not broken
