How do you fix low coolant light flahs on and off
Sounds like either you're low on fluid to where it's sloshing around, or the sensor/float could be faulty. Check your fluid level and fill if necessary, otherwise, take it to a mechanic and have it evaluated.
Low coolant light flashes on and off
It's your coolant level sensor on the radiator. It's located right beside the battery. Remove the battery, headlight, and drain about a quart of coolant from the radiator. Try to clean it, if that doesn't work get another one, or if you're keen on your fluid levels, just unplug it.

Window keeps falling out of the track
You need to remove the panel and access the window operating mechanism to see what's going on. Sounds as if the hardware holding the glass to the track has come loose. You should also have a maintenance manual (e.g. Chilton) that depicts such mechanisms if you want to DIY your car.
Were the fuse box at
If the heat you refer to in not heated seats but just regular heat like comes from the floor or upper vents, there is no fuse for that. The fan motor (blower) has a fuse but the heat comes from the engine. The same water running through the engine block and radiator goes through what looks a lot like a small radiator on the passenger side of the dash. Air is blown through this to provide cabin heat.If the blower comes on but you get no heat there are two possibilities. If the climate control system in your Regal has a slide lever for temperature (cold to hot) there is a cable that connects to a water valve under the hood. Sometimes the cable slips off the valve so it doesn't move to the heat position. No hot water flows through the heater core and so you get no heat. The other possibility is if yours has electronic climate control (you usually hear small motors opening and closing damper doors in the dash when you change from defrost to AC and so forth. If it is this type then diagnosis is much more complicated and you must take it to the dealer or buy a Haynes manual for your car and go from there.
Loose steering tire wabbles
Unless your entire rack is loose, there's nothing you can tighten, but it sounds like you have a wheel problem, more than a steering problem. It's either out of balance or the rim is bent. Try putting your spare tire on that one, and see if the problem persists. Even if your steering is out of whack completely, it won't cause a vibration... just bad steering.
