Cuts out during hill ,
you probably have a shorted spark plug wire or spark plug.i would check the wires, spark plugs,and distributor cap .

Not sure if the 95 is the same as the 93. On the '93 there is a timing
advance wire you have to unplug (brown wire near the distributor on the
firewall with a plug connector.) Start it up with the wire unplugged and
set timing to 0 degrees BTDC. Turn off
engine.
Plug wire back in and computer takes over. There should be a sticker on
the radiator shroud that gives timing and spark gap settings.

Could also just be a wheel bearing, does it go away when you turn from one side to another?
Were is the axle actuater located at and how to
its located on the backside of the front differential on the passenger side of the differential, it comes directly out of the differential. pretty basic an easy fix. disconnect the wiring harness losen the actuator take it out, check fluid level of the differential an put new one in, tighten it up an put the harness back on
Should an egr valve diaphram hold a vacuum
Not necessarily, some of them are called a "back pressure" design and will require both vacuum and exhaust pressure to open. This type generally will not hold vacuum. You could try testing a new one if you have a hand vacuum pump and your parts store has one for you to quickly check.
Have power truck stater wont
Hell if your in a automatic try in neutral or put truck in neutral roll back one foot return to park and try to start
1995 Chevrolet C1500 ...my truck is hesitating ,
Need to take off the dist. cap,check for side to side play at the rotor,(dist.shaft)The top bushing goes out on these,makes the trigger wheel hit the pickup coil. If it's loose ,have to replace the distributor,bout 100 bucks.Suprising how long they will run with a bad bushing.
By the way if that's a stick shift there is a resovoir for the clutch fluid,if you add fluid be sure to take the rubber boot out of the hole before adding fluid.
,replace the boot then put cap back on.
There is a black,well silver box on that truck also.behind the glove box,GM tests them by starting the truck and lightly tapping on the computer,no kiddin,the "tap test"If there is a bad solder joint or something it will stumble while tapped,but I check the distributor first.
