You can download a copy of the user's manual here if you need it. It doesn't look like you can set your own scan range, but you can have the scanner search by pre-defined service. Here's what the manual says about searching:

service search

You can search for weather, ham, marine, aircraft, or
police (fire/emergency) transmissions without
knowing the specific frequencies used in your area.
The scanner is preprogrammed with all the
frequencies allocated to these services. To use this
feature, press FUNC + SVC. SRCH appears and the
scanner searches starting with the weather service
bank. To select a different service bank, repeatedly
press FUNC + SVC. Service mode appears on the
display.
When the scanner stops on a transmission, quickly
press HOLD to stop searching and listen to the
transmission. HOLD appears. In this mode, you can
press FUNC + ^ or FUNC + v to step through
the frequencies.
To release the hold and continue searching, press
HOLD. Or, if you did not press HOLD, simply press
FUNC + ^ or FUNC + v to continue searching.

It goes on to explain how to store frequencies as you find them while searching.

How come my pro-84 scanner wouldn't hold the mrn frequency last weekend in richmond. Kept getting an error message. pressed hold, entered the station 454.000 and then hold again and kept getting error...

454.000 is not a station, but a frequency. it is 454 Mhz. or 454.000 Khz.
If no station is transmitting on that frequency, the scanner only will produce a hiss. Check the manual, to see how you can put in a frequency, just to monitor. Put the sq, so you just don't hear the noise and wait till any transmitter will use that frequency.

Sorry, but the NASCAR label on these scanners is little more than a scam. There are no special features that make race scanning easier or organized -- they just cover the frequency range that cars and pit crews operate on.

MY RADIOSHACK NASCAR PRO-84 SCANS THREW CHANNELS BUT STAYS STUCK ON ONE CERTAIN WEATHER CHANNEL AND WONT CONTINUE SCANNING AND I NEED TO NO HOW TO DELETE THAT CHANNEL COMPLETELY.

The NOAA weather frequencies have constant broadcasts, so your scanner "locks" onto them. The only ways to prevent this are to either delete the weather frequency or lock it out. To delete, just program the frequency "0.0" (zero point zero) into the channel. To lock it out, press the L/O key while on the weather freq.

How to program local frequencies? Radio Shack PRO-84

Press the HOLD key, then enter the number where you want to store the frequency, then press FUNC + PGM, the channel number comes up, use the number keys and ./CLR to enter the frequency, including the decimal point you want to store, press E to enter the frequency into the channel ...You can get your frequency's at www.RadioReference.com ...hope this was helpful..

Need to do a master reset on pro 84 sanner but don't have manual

To RESET the PRO-84, turn the scanner OFF, then hold in the 2, 9 and HOLD keys and power the scanner ON. The word CLEAr will appear on the display to confirm the RESET.
While the manual for the PRO-84 has not been posted by Radio Shack, it is essentially a red PRO-83. You can download/print the 83 manual here:

Do you have a list of correct freq's for your area?
Make sure you have the scanner set on the correct mode (am/fm/ct/dc) for the freq's you have programmed. Each area of the country have their own individual freq. so their not stepping on each others transmission.

Are the transmissions you are trying to receive digital or analogue? The scanner will not receive digital transmissions.

I don't know about NZ, but in Australia, most emergency services are now on digital.

Are you able to receive any other frequencies, just to make sure the scanner is actually working?
