Hi I'm sorry to say its normally a faulty cartridge.
You now the black belt in the front of the machine well the machine when it calibrates prints a pattern on the belt and it uses this pattern to calibrate its self but if the pattern is not on the belt it can not finish the calibration.
solution replace the toners one at a time until you get it going

HP LJ3600 Constantly Calibrating SOLVED. Hope this helps. I have nine HPLJ3600 printers. Four of them developed this fault. After much head scratching I decided to strip one down. I found the fault to be a thin layer of dust on the laser scanner mirror for the red and yellow images. There are four mirrors in the scanner two of which are upward facing and where dust settles. You will have to strip the scanner unit out to get at the scanner. and physically remove the dust. This proceedure also resolved the fault on the remaining three printers. The factor of dusty environment for these printers was the cause. The office printers are all fine. The forced air ducting seems to take the dust laden air across the scanner unit which is not sealed thereby causing the problem. After six months the problem has not returned as yet but all I will do next time is a strip and clean. (there are a couple dozen screws to come out and replace.)
No guarantee this will fix your problem, but the last time I experienced this problem it ended up being one of the toner cartridges. I replace her refurb. toners to OEM brand.
Had a similar problem with a customer's printer. HP tech support had me change out the environmental sensor and the boards, this did not fix problem. In the end we had to get a replacement printer (thankfully the unit was under warranty)
