Since you are recieving this error code you need to do a Pre-Boot System Assesment. Here is the link on the Dell Technical Support Page for this issue.

I bought new harddrive and still getting same error code it will not let me install my drivers and utilites disc i get to a screen that has F: i dont know what to type in
Error code 0148 is specific to Dell and indicates a failed/failing hard drive. You will need to purchase and install a new hard drive for the laptop.
