My best guess is the blower motor is going out -- probably the bearings. You might be able to replace just the motor excluding the propeller or the squirrel cage as the case maybe.
sounds like there is a lose or broken conection from were the feed to the balast slits from the main fan conection try rewireing from the live imput to the balast see if that solves it.
To replace the light bulb:
1. Remove the right filter and turn off the main power
switch.
2. Gently push the suction cup on the light replacement
tool A (provided with you range hood)
onto the lens of the light bulb B .
3. Turn the tool counter-clockwise until the bulb
comes loose.
4. Remove the tool from the bulb and put it on the
lens of the replacement bulb.
5. Screw the new bulb into the light fixture clockwise
until it is tight. Turn on power at the fuse or junction
box. Turn on the main power switch and touch
the light key to make sure it is working.
6. Replace the filter. You can download the manual here.
Your problem is: FAN AND TWO BULBS ARE NOT TURNED ON
Do you mean the fan and lights will not turn on?
If so follow this procedure; First check the circuit breaker. If OK then check the transformer in the unit. It's next to the fan motor. If no power on the high side then you have a loose or broken connection. If you have no power on the low side the you have a bad transformer. If OK then you have a bad control board.

I found them at http://lightbulbsdirect.com look for MR1650E26120 JDR Type Medium Base (E-26) / MR-16 2 Diameter Flood / Line Voltage / 50 Watt, they were only $5.99 each. apparently GE charges you $19.50 if you order through them.
Diana, the tech sheet I have states that if the unit has a power interruption, reset the house circuit breaker to the hood, if made before 2001. If after 2001, serial number beginning with DA press the start button to reset the hood. Let me know if it worked, Catriver..post back.
The balast has a plug going directly to the lamp. There is also a thermal fuse coming off of the balast that lies above the lamp housing. Check for continuity. If open, replace.
