Normally yes. There are around 12 to 20 gallons of water in the tub after the wash cycle, which will be anywhere from 63 to 110 pounds of weight in addition to the weight of the clothes. For the machine to start the spin cycle to remove this water would place a heavy load on the motor, gearcase, pullys, belts, gears, ect. With the water drained, the load is lighter, and much easier to start spinning the excess water out of the clothes. The normal cycles are: Fill, Agitate, Drain, Spin, Rinse Fill, Agitate for rinse, Drain, Spin Cycle and off. Imagine trying to spin a 5 gallon bucket of water over your head, full of water, and then empty. Which one do you think would be easier to do? And safer for you.
well.....my Maytag Performa does not go through a drain cycle. It goes straight to spin cycle. I assumed it was timer control box, but it does not drain in any of the wash modes. It is single belt driven so what else would cause it to skip a drain cycle? Pump does circulate and push water through.

check the lid switch on the washer its below where the tab on the washer lid that goes down in the body of the washer there two screws at the base of the control panel back these out and raise the panel you will see a connector coming from the washer disconnect it and put a jumper wire where it goes to the control panel turn it to spin pull out the knob if it spins replace the switch if it doesn't reply to me and we will go from there

YES, the door. I read up all I could and told my service tech I thought it was the door. The tech mechanic initially said it couldn't be the door since all the other cycles funtioned normally. After changing both the computer on the panel and inside, he finally realized it was the door.
Once again, if your washer does everything but spin, it is a door lock problem. Note: The door does lock, but does not send the correct signal allowing the washer to spin!!

If the unit is still agitating as it is supposed to, this is usually due to a faulty lid switch.

what would cause the washer to skip the drain cycle and go straight to spin. My Performa pauses after the wash cycle ends and goes straight into spin with a full tub of water. I tried other cycle modes and it skips drain in all modes of wash. This is a single belt operation. Motor runs, pump looks good, transmission, agitator all run fine....just no drain mode.
