The problem is the computer is old. You dont need to shut it down twice. You just need to wait patiently the first time.

In any case the computer is way due an upgrade. 2Gb Ram is small fry these days minimum is 4Gb

The proper way to shut down a computer is to click on START - Turn off Computer - then click Turn Off.

If you are turning off your computer by pressing the front panel power button, it is probably just putting Windows to sleep but not shutting the computer off. If your computer has Windows Vista, the default is to hibernate and not shut down even if you shut down through Vista. The "power save" message you see is coming from the monitor, which is letting you know it isn't getting a signal from the computer anymore but the power is still on. Windows will start up again from sleep mode if someone or something moves the mouse or presses a key.

The solution is to make sure the computer is actually shut down. In Vista you can do this by clicking the arrow near the power icon on the Start menu. This gives you the option of shutting down instead of hibernating. In XP, shut the computer down using the start menu shutdown option instead of the computer power button. Then the power will shut down completely.

It is probably not shutting down because there is a program running that will not shut down. Unnstall programs you no longer use and do a virus scan, often the programs that refuse to shut down are malicious. Holding down the power button for 5 seconds should shut down the computer (it signals the motherboard to power down). As for the black screen, not enough detail for me to say.

If the computer shuts down with no warning then it could be your power supply is faulty, which explains it not turning on sometimes. Just check the back of the PC to make sure it is plugged in properly (TURN OFF ALL POWER TO THE PC BEFORE CHECKING). if this does not help, get it looked at by your local qualified computer technician if you don't know how to replace a power supply. Also, a connection to the motherboard to the Power button may have a fault somewhere, which also means take it in for a look if you don't know what to do. If it does give you warning with 'Windows is shutting down' it can be the following things.
1- Your power button on the PC is sticky and movement causes the computer to think you have pressed it and so it shuts down, which can also explain why it wont turn on all the time. Just use some household grease cutter and spray it on the outside of the button, turn off the power supply to th computer and press it in and out a few times to get it back to working order
2- A Virus is shutting your computer down on you, but this does not fully explain why it won't turn on but this could be an effect of the virus so use a virus checker to see if this is the case
3- Your computer system is getting too hot and usually a computer has setting which shuts it down before permanent damage happens. Check your PC fans to make sure they are running and feel around where your computer sits to see if its warm or hot and replace the fans or put your PC in a cooler environment

HOLD POWER BUTTTON FOR AT LEAST 6 to 10 seconds or until computer shuts down. Then turn on computer and try again.

The one method that will always work to shut down a frozen computer is to hold down the power button on the front of the computer until it turns off. When you turn it back on, it will give you an option of different startup modes, and unless it really is a serious problem, you can just go with "start Windows normally".

this is mostlikly due to a virus or the computer is overheating and shutting down to avoid buring something up

What OS are you running? Try hitting control/alt and delete at the sametime when the task manager open click on shut down computer and see if that works.
