SOURCE: Belkin F5D9230-4 won't allow a connection to M Exchange server
Login to your Belkin router and check to see if there is a firmware update available for your specific model. If so, download and install it as this may resolve the problem without doing anything else. (Be sure to save your configuration first)
The specifications for a F5D9230 state that it supports VPN passthrough so you shouldn't need to configure anything in the router itself. It may be necessary to open a few incoming ports but only as a last resort.
Would you also reply to this post and specify...
Another option would be to use OWA (Outlook Web Access) to access your email if it has been installed on the Exchange server.

Connect Router - Computer ( Wired )
Open Router Setup by typing http://192.168.2.1 on the address bar of the internet explorer
On the left Click on Firewall
Leave the password blank and click submit
Disable it and click apply changes
Check if it works
If it is not working then ..
Contact your VPN Client and get the port numbers (TCP And UDP )to be forwarded through the router
And if you get the numbers .. add a comment with the port numbers so that we can continue the troubleshooting
