There is green light on the back but the plug, but the power will not turn on from the button on the front

Green LED on PS means it's getting AC power. Orange light on motherboard means it's receiving power from PS but it may not be the correct voltage. The power supply isreceiving power from the source but is unable to properly distribute it to thecomponents. This can be caused by a defective power supply or a defectivemotherboard. Just to make sure that nothing else is causing the problem, removeany PCI cards like modem, video card, sound card, etc... Remove the memorymodules and disconnect cables to CD/DVD drives. Look at the USB ports to see ifany are damaged.

for this situation, i would like to give you different option.:
option 1: remove the memory module on your pc then put it back
again. Ensure that you back it in right position. If this won't
work, try option 2.
option 2: remove and attach again the battery of your bios, this will
reset your pc.

Something is shorting out the power supply. Remove any PCI cards likemodem, video card, sound card, etc... Remove the memory modules and disconnectcables to CD/DVD drives. Look at the USB ports to see if any are damaged.

The only way to determine if the power supply is no good without replacing it is to get a Volt Meter and test the Output on the current Power Supply. If you are getting the correct Output Voltage (correct Output Voltage may vary from computer to computer) then it is not the power supply, but if you are getting a 0V then your power supply might be damaged or blown a fuse, or just simply dead.
You can try to see if you can buy a power supply with a return policy just to see if that fixes the issue.
