How long do you charge it for
Until the green light o the charger comes on or the charge meter shows one amp or less. If the batteries were drawn down too far the 5 amp charger will NOT recover the batery. In that case seperate the batteries and charge each one with an automotive battery charger.

Sounds like the switch itself.. the black button.. is defective. Best case is, the Pride dealer that sold the chair will fix it. If they sold the chair to you, and billed insurance to pay for it, they should bill insurance to pay for the repair. Call the dealer.

Chair won't move flashy 9 times
A 9 flash indicates a brake issue. Make sure the motors/brakes are both locked into gear before turning on the chair. It could mean that one of the motors is unplugged from the main controller or a wire is broken between the motor/brake and the main controller.
Light flashes 9 times
This is a cable disconnect code. Follow the cable going from your joystick controller to where it connects to another wire under or behind your seat. Disconnect and reconnect. You also will want to look at the cable closely for any pinches or cuts. This will also cause the 9 flash code.
Yellow wrench lights
I would think there is a communication error from the joystick to the controller. One time i had this and one of the plug ends was broken off from the joystick cable. Make sure all the plug tips are straight and not missing or broken on the joystick cable and also on the joystick and controller. it could be a simple fix like replacing the cable, but if you have a broken part in the controller or the joystick ports you will have to replace the defective part.
Jazzy lights blink six times then go off
this could be a right brake fault or a controller fault. Check and see if the right motor has been disengaged. The easiest way to chreck this is to try and push on the right side of the chair. if the wheel begins to turn then the motor has been disengaged and you should be able to re-engage the motor and stop the wheel from turning. At this point you will have to turn off the chair and turn it back on to see if the fault goes away. If that is not the problem then it could be a loose motor connection. Check all your wiring connections on the motor to the controller. The other problem it could be is a controller fault. check all the connections on the controller and the wiring. Turn it off and back on to see if the fault goes away. If the fault is still there you will probably need to contact a service tech for them to get on line with the controller and find the root cause. They should have the diagnostic tools to check this.
Does the fan on the battery charger supposed to run while charging the battery?
The fan on the charger should always run when the charger is plugged in. This is what keeps the components in the charger cooler. Most people just leave the charger plugged into the wall and just unplug the chair. The fan is still running. This is part of the reason for a lot of chargers failing. You will need to replace the charger. This is not a maintenance component.

Gosh I am sorry but have NO knowledge Re: Quantum chair chargers but unless you got your chair and equipment from Scooter Store. which got shut down by Feds due to fraud, you might contact chair's supplier and ask about getting a replacement for your destroyed charger's source.
Failing that, does your city/county publish a "throw away" paper? Sometimes one can find powerchair's equipment posted there. That might be worth a try.

Is there an alternative seat for the Jazzy? We are trying to find a less plush seat so that the seat will be lowered enough for a Little People user. She can not get up in the seat due to disability.
Yes, this can be accomplished by lowering the seat or raising the foot platform.The cushioned van seat can be removed from the seat frame and a wood platform covered in vinyl can be substituted. Sticky back Velcro strips are put on the vinyl cover to hold the cushion. The sticky back Velcro attaches to the vinyl covered wood platform and will mate up with the Velcro on the bottom of her existing cushion. The back cushion can be left in place. Pride makes this flat platform for all their models. You would need to specify the dimensions and style of the original seat to order the custom one. There is a manufacturer sticker under the seat with a series of numbers you can give to customer service at pride to help get the correct replacement platform. You can also raise the foot platform on the vertical adjustment post or attach a foot platform to the top of the footplate.
If this modification is not covered by insurance you can have a handyman remove the cushioned van seat and hack off the cushioned foam, springs and vinyl. He could then cover the wood with a durable material or sand and paint it before reinstallation.
