This isn't a normal sound. The scooter whistles loudly and constantly as I go along and it is loud enough to bring people out of their houses. This should not be.

Take it in for service. It sounds like it has been modified or something is stuck in the motor fans. We are Fixya, we aren't the maker of your unstated make and model scooter. I moved the question for one of our mobility scooter Categories, purely as a guess!

Lights on hand control flash off and on and chair will not operat

There is a series of diagnostic flash codes associated with the controller. The diagnosis depends on which color and how many lights are flashing. If you post the combination, I can help you. Or you can download the Basic Operation Instructions of the Pilot Controller from the Pride website. The codes are listed on page two on the troubleshooting instructions.

Plug charger in and will not charge the fan on the

David Are you leaving the power on while you are charging the Chair? If you are try charging with power off at the joystick. The manufacturers of all power batteries do not recommend charging with automotive chargers. I would try to locate a friend or neighbor that also has a chair or scooter and borrowing their charger for a few hours to see if it will charge your chair. If not contact your provider and borrow a charger from them. If the different charger works then yours is bad. You shoud be able to order a charger through your provider or by calling Pride Mobility @ 1-800-800-8586 Hope this helps you PS I didn't say you couldn't use the "other" charger. But I wouldn't want you to think I approved of it

We had the batteries replaced on 3/30/16 and now the red light is constant and when we charge it .. nothing changes... it barely moves and I do not believe it charges... the batteries are new

They have complicated control computers and are very touchy concerning the amount of voltage in various parts of the system, such as how much current the motor is drawing. Sometimes transmissions go dry of oil causing the gears to bind, throttles develop oxidation on the contacts, terminals get corroded. I had to bypass my original unreliable controller completely with a DC variable speed board from China. Test your batteries by connecting each to their own standard car charger. Get the back wheels off the ground with blocks and test run the motor while connected to the chargers. And test each battery with something powerful that can determine its strength, not just a small test light. The chargers are reliable, but the control brain (module) maybe not. Make sure your batteries are not dry, make sure fuse is OK, terminals are clean, charging system must be unplugged to run, test test test. Make sure the speed limiter is tried in various positions, parking brake or lock is in correct position.
