Probably because the locked up setting needs to be removed or changed. I have never owned a dishwasher. My advice is to remove the dishwasher and sell it. Then soak your dirty cutlery and crockery in hot soapy water in your sink for about twenty minutes, then wash them yourself. Don't be lazy. You have to load and unload a dishwasher anyway.

If the pump can be heard running, check for blockages (filter and hose), What sort of head (siphon height) is involved ? (ie. is water running back). Do you have a "check valve". If no no pump then .... a) check you are at the start or end of a cycle. b) the pump may be seized or defective. c) machine thinks it is drained.
