What happens when you turn the TV on? Is there a clicking noise or popping sound?

Unplug for 30 seconds from it's power source and then try it again. If that doesn't work, call Samsung for further troubleshooting and have your model number and serial number handy. Please be prepared to tell them how long the line is.

You have bad caps.on the power supply. They are under rated, 10volt insted of 16volt or more. Caps.run about $2-3 each. usualy takes 4-6 of them. Or replace the whole power supply. It would be a lot cheaper if you just replace the two caps that have gone bad. Just get a cheap solder pencil from the store and about an inch of solder and you are in business.
The Power Supply Board is the center Board (towards left) after you remove the back off the TV. Remove Board from TV with the 6-7 screws. Replace capacitors CM852 & CM853; 2200ufd 25volts.

What do the power supply voltages look like?...are they all normal, specially the ones feeding the panel lamps

Please check the power supply board, if there is any Pup-Up electrolytic capacitors, please replace them.

I agree with Samsung. Tuner issues can be problematic. Since it's only a 19 incher, I'd just buy a new one!

Definitely a tcon board fault

First thing I would do is get a humidity meter to see what point causes it to fail. This is important if you still have a warranty in effect. However, if you don't have a warranty, the most common cause of this issue is the inverter board.

Try a hard restart, which simply means unplugging the power cord of the TV, and replugging it after 4 hours have passed. This technique reprograms the electronics, to a certain extent. If the picture does not return, then you have a more serious problem, that requires the attention of a TV repairman.

Check the breaker

I have heard that this could be the TCON board. A tv I worked on had the same problem and reccomended the inverter board be replaced, that did not work so I would try the TCON board next.

it sounds like your back light inverter has gone. if its a led it could be built in on the power board. so check for bulging or leaking capacitors on the power board.

I would start with checking the caps in the power supply, if you find any that are bulged, have them replaced or replace the power supply
