Do you mean harmonic balancer? If so, a Harmonic balancer absorbs engine vibration and basically keeps your crankshaft from failing over a period of time. A harmonic balancer is a very important part of your engine and should be maintained accordingly.
If you can physically move the damper the isolating rubber is probably starting to seep out and the damper should be replaced. That is, assuming just the outer part of the damper where the belt goes on is moving and not the whole thing.
