Something fell off my vehicle while I was driving down the freeway. Both belts are off and I can't figure out what piece is missing. There is a metal piece sticking out that is attached to the oil filter that looks like it may have held the belts together but im not sure. I thought maybe someone could help me.

To be reasonable , you have yo give details like make , model year , type of equipment if you want an answer
as a guess , an idler / tensioner pulley has come off and the bit sticking out in the remains of the shaft for that pulley

Should be a small set screw on the mount to the windshield. Unscrew the set screw and it should slide right out.

That is just an assembly plug. What this means is that nobody has ever had the pan off of your 14-year-old car before. These plugs are placed in the transmission fill tube hole when the transmissions are assembled. Then when the vehicle is on the assembly line, the dipstick tube is installed and the plug gets pushed into the transmission pan. This is NORMAL! Just keep it as a souvenir or throw it away and don't lose any sleep over it.

If you glued the wrong side to the window you will have to take it off and flip it over. Otherwise the mirror should just slide over the metal piece and there is a real small alan screw to tighten once you slide it on.

Interior rear view mirror fell off my 98 BMW 540i

There is a small set screw that holds the mirror to the small metal button. Most vehicles use a small Phillips screw but some use a Hex Key Wrench (Allen Wrench) type screw. Slide the mirror off the button. Make sure not to remove the glue before you put the button back on. Trace around the glue with a grease pencil on the outside of the windshield before you remove it. So you know exactly where to replace the button. You can buy a Rear View Mirror Adhesive Kit for around five dollars.

Metal piece hanging in middle of undercarriage just behind wheels

It's likely the heat shield for the catalytic converter. There's really no repair for it. Mechanics won't usually spot weld it and they can't remove it. Apart from a little rattle now and then, there's really nothing to worry about.
