1998 Mercury Villager mini van wiring is shredded from a blow out

I would suggest you take the vehicle to a Good Auto Electrician and get him to repair it. The wiring loom on any vehicle is installed as a single bundle of wires so removing and replacing sections isn't usually possible. A good auto electrician will be able to diagnose and repair the broken sections without having to replace major sections of wiring.

you could have a short in the ignition itself, which as the keys swing back and forth causes a stoppage in the circuit, Mercury has had that problem for years , check all fuses, and with the wipers check the relay also, as far as the lighter,, they will short out , and most car makers suggest not using them for added purposes since they tend to go bad , they were intended to heat a small wire that draws low amperage,, enough to light a cig , some plug in units require more amps and will heat up the socket , which will then short out, causing damage

I have a 1998 mercury villager LS 3.0 , The wires going to my alternator, oil sensor and 02 sensor have melted together , my question is which wires go to each sensor ?

Peal back the protective wiring cover on the wires until you can see a color of the wire in both directions. Then match the wires.

How Do I Troubleshoot The Alternator On My 1998 Mercury Villager??

The bendix [cylinder ] you talk about should spin out to conntact the starter ring on the flywheel .If it is not then the starter moter wants checking out at the garage The bendix should be on the shaft closer to the starter motor,not on the end that is the end of the stroke . But some starters pull in to the starter ring and have to be installed by lifting over the starter ring on installing it .Pull in type starter motor will have the gears on the inside of bendix .[cylinder] And throw out type will have the gear on the end of the bendix [cylinder] hope i have not confused you .

Downstream PCV valve is soaked with oil,is it bad?

Most likely, but check your oil level. Too much and the vacuum applied to the valve will suck up more oil vapors. I had a car come in that had caught fire and I had to determine the cause. It was because the engine had 8 quarts of oil in it. The extra oil went overboard onto the hot exhaust manifold...poof fire.

The brake light switch is adjustable. Before adjusting it, make sure the brake pedal is in it's full up position. Sometimes a weak return spring will be the cause.

Code P0115 Check Engine light on, fan runs continuously at high speed

The ECT sensor needs a power and ground to operate. It uses resistance to create a signal that is sent back to the computer. You can use a volt meter and check the plug for a 5 volt reference on one wire and the other wire will be a ground. If no 5 volt reference, look for a burned out fuse or broken/damaged wiring. A scan tool that shows data would be very helpful in knowing what the sensor is reading. The sensor may be reading properly and the problem may be due to a low coolant level or defective thermostat
