Yes this is correct. You have to remove the dash to replace the module. This is about an 8 hour job. Start from the passenger side removing all the small screws, glove box, and then proceed to the drivers side, drop the steering column should be 4 bolts, you do not have to take the complete dash right out. Once you have removed enough screws, and pulled the dash back, you will be able to get a small hand in there to do the job.

Do you mean the blend door actuator? If so you'll need to remove the dash to get to it. It's on top of the AC plenum.

Check in trunk on drivers side rear fender area, it should be behind trim panel. Check reset button sticking out, push down (in) to reset.
