Does not have a flasher , it's controlled electronically by the SJB . This is a body control module (computer) Your best bet , take it to a qualified reair shop .

Principles of Operation
The smart junction box (SJB) monitors the multifunction switch position by sending multiple voltage reference signals to the multifunction switch. When the multifunction switch is in the LH or RH TURN position, or the hazard lamp switch is engaged, that input signal is routed to ground.
When the SJB receives an input from the multifunction or hazard switch indicating a request for a turn signal or hazard lamps, the SJB then supplies voltage to the appropriate turn lamps.

it is inside, under dash, on left side is a plastic sound protector, mine had 3 screws holding it up, drop this down and straight in you will see a 1" round thing - this is the flasher, pull it out and replace with new one (there are two flat prongs that plug in). It appears this is a well guarded secret!

Look under Driverside Dash under Steering wheet find the Plug for Scanner then go straight UP from there It Should Be Cliped to A Bracket DIRECTLY ABOVE THE DIAGNOSTIC LINK PLUG Its Ther Just Hunt for it sometimes People change them and DONT Put EM BACK

it's basically a stand alone relay... most times... look for a relay by itself and often round. my ford winstars flasher relay was actually located in the fuse box under the drivers side dash. it was blue and larger then the other relays so that may be a clue to you.

The flashers are located behind the instrument panel trim, roughly between the base of the steering wheel and the ashtray, just to the left of the car lighter. To access the flashers, you need to at least loosen the lower instrument panel trim. Just under the steering column there are two screws with star heads. One to the left of the column and one to the right. You need to remove both of these screws. You will need to remove your ashtray. On the upper left corner of the hole left by removing the ashtray is a 9/32 hex head screw. You need to remove it. Once these three screws are removed you should be able to pull down on this portion of trim under your instrument cluster. When you do this it may cause trim around your instrument cluster to loosen that you can just pop back into place with your hand. You won't need to pull down to far on this trim piece as there are still some screws holding the bottom. You should be able to pull it down far enough to see the flasher units behind and just to the left of the cigarette lighter. There are two flasher units and I found that the one on the right is for the turn signals.On the left the other is for the hazard flashers. It may be a hand scraping experience to replace the flasher but it beats paying someone to do it for you. They are easy to recognize because the are silver and round metallic plug ins. The flasher unit on the left is for the emergency flashers and the one on the right is for turn signals. You can place the emergency flasher unit into the slot the turn signal unit belongs until you get a replacement. These flasher units are pretty cheap.

I had the same problem and the flasher is not located in the fuse box because it is not a normal flasher. the cougar has an electronic flasher unit that is located on the left side of the center console. the best and cheapest place to order a new one is amazon.com. they run about $30-$40

The turn signal/hazard lamp flasher is located behind the driver's side of the instrument panel to the right of the steering column.

REPLACEMENT
  1. Disconnect the negative battery cable.
  2. Locate the flasher assembly under the driver's side of the instrument panel. Press the tab on the flasher and slide it from the bracket.
  3. Detach the flasher from the electrical connector and remove the flasher from the vehicle.
  4. The installation is the reverse of the removal.

Do you know where the hazzerd relay is located on

The Turn Signal/Hazzard Flasher its located on top of steering column. You have to remove the steering column cover and the flasher relay is located underneath the turn signal. To install it is fairly easy but it doesn't tell you where it is located anywhere in the manual. It took awhile to figure it out.
