Michelle, I believe the fuel filter for your model may be on top of fuel tank beside gas tank strap, you may be able to access by raising vehicle securely, crawl under middle of Van, look above tank by tank strap, it will be held on by 10 mm bolt and 3 plastic fuel lines with quick disconnects. It is a lot easier to access if you drop the tank.

SOURCE: changing fuel filter on 2004 chrysler town and country

  1. Remove or disconnect the following:
    • Negative battery cable
  2. Raise the vehicle and support the fuel tank with a transmission jack.
    • Fuel line from the front of the tank
    • Ground strap
    • Inboard side of the fuel tank straps and front T strap fastener and lower the tank about 6 inches
    • Fuel lines from the fuel pump module
    • Fuel filter
  3. Installation is the reverse of removal. Tighten the fuel filter bolts to 40 inch lbs. (4.5 Nm), the main tank straps to 40 ft. lbs. (54 Nm) and the T strap to 250 inch lbs. (28 Nm).
  4. Start the engine and check for leaks.

they say its on the right hand side slighty above the gas tank by the sending unit might have to remove the one strap

the relay is located in the power distribution box under the hood the relay will be a square black or gray cube just pull out and make sure you rerplace it with the same type relay. refer to your owners manual for any questions regarding the fuses and relays

It will either be inside the gas tank (real pain) or it'll be in front of the gas tank recessed into the frame.

its located under the body of the van on the drivers side.. changing anything on it will not improve the mileage..may be time for a tune up.. induction service or air and fuel filters.. keep in mind that winter furl gives lower mileage
